Charles P. Rose is a Shareholder at Hogan Marren Babbo & Rose, Ltd., where he co-chairs the Education Practice. With over 40 years of experience, Mr. Rose specializes in representing educational institutions, education-related businesses, corporations, investment firms, and foundations. His expertise includes education law and policy, regulatory compliance, corporate transactions, accreditation, civil rights enforcement, Title IV federal student aid, and labor relations. Mr. Rose is also a member of the Board of Directors of Ponce Health Sciences University and a Fellow of the College of Labor and Employment Lawyers.
Previously, Mr. Rose served as General Counsel for the U.S. Department of Education from 2009 to 2011, a role for which he was nominated by President Obama and confirmed by the Senate. He advised the U.S. Secretary of Education on all legal and policy matters, contributed to major education reform initiatives, managed litigation, and led international delegations. Earlier in his career, Mr. Rose co-founded a boutique law firm specializing in education and labor law.
