Gene Crouch

Gene Crouch leads all treasury management operations at George Mason University, with responsibility for capital and operating financing strategy, liquidity planning, and cash management. In this role, he provides executive oversight of the university’s day-to-day operating cash activities and leads strategic initiatives related to pension plan investment performance, debt issuance, and portfolio management. He is also responsible for oversight of all real estate–related financial activities across the university.

Prior to joining George Mason University, Gene served as Director of Treasury at the University of Virginia. In that role, he oversaw all debt-related activities for the university, including management of the long-term debt portfolio, commercial paper issuance, and derivative programs. He also led the day-to-day operations of the university’s Internal Bank and played a key role in liquidity management and institutional financing strategy.

Over his 20-year career at the University of Virginia, Gene held leadership roles across several areas of the institution, including the Office of the Treasurer, the University Budget Office, Facilities Management, and Central Administration. His experience spans liquidity management, capital markets, commercial and investment banking relationships, and both short- and long-term investment management.

Gene is an active participant in the higher education finance community and serves on committees for both the Treasury Symposium and SACUBO. He regularly participates in industry forums, including P3•EDU and the ACC Business Officers Conference.

Prior to joining the University of Virginia in 2001, Gene spent two years at SNL Financial, where he conducted financial analysis on more than 50 financial services companies.

Gene holds a Bachelor of Science in Finance and Marketing from Ferrum College and an MBA from Averett University.
